    Another school day and the usual students gather at the bus stop awaiting their school bus.
    But one of them, a 15-year old boy appears incoherent. As the bus approaches, he staggers and then falls. He stands and attempts to board the bus but falls into the stairwell. When the driver attempts to ask him what is wrong, he slurs his words, and then he vomits yellow vile. The bus driver makes the call for medical response.
    After he is loaded into the ambulance and his mother arrives on the scene, he is finally able to tell the medics that he smoked Spice after he had left the house that morning. The determination is made that he has overdosed, and he is rushed to the hospital. He’s lucky he is still breathing.
    If you don’t already know, Spice is a synthetic cannabinoid made in labs. It is designed to reach as well as affect those parts of the brain in the same manner as marijuana. On the streets it is also known as K1, Bliss, Scooby Snax and Moon Rocks. It’s packaged with the intent on making it look like a natural plant substance, appearing much like potpourri.
    But make no mistake, despite how attractive Spice is being passed off on the streets or to our children, it is not marijuana, not even close. And although I remain a staunch proponent to the legalization of marijuana, Spice is to marijuana as a shotgun is to a slingshot, meaning that Spice is far more unpredictable and dangerous. Yet it has been advertised in drug circles as a “safer” alternative to pot. Certainly it is cheap enough, usually averaging $30-$40 for a 3-gram bag. Even in Fort Wayne, police are regularly dealing with cases involving Spice.
    And just as in the case of real cannabis, sold in the legal head shops in Colorado, there is no viable way to know what exactly has been added in with the product.
    Paul Prather, Ph.D., professor of pharmacology and toxicology at the University of Arkansas for Medical Sciences, describes the Spice products as “clearly very different from THC and thus not surprising that their use may result in development of life-threatening adverse effects.”
    Depending on the amount and kind of synthetic cannabinoid present in any package, smoking Spice can produce a multitude of severe and dangerous symptoms including paranoia, hypkalemia, vomiting, hallucination, tremors and seizures. More serious consequences may include stroke, kidney damage, acute psychosis and even death.
    Besides the euphoria of getting high, an attraction that draws young drug users to Spice is the idea that a person cannot be tested for use the same way other drug tests are administered. For the kid who is expected to be tested for athletics or is on probation, the promise of still being able to get high without being detected presents an alluring temptation. Up until two years ago, just about anyone could buy Spice from any gas station. It was and still is often passed off as incense. You could select from an assortment of mixtures, all packaged in plastic with psychedelic labels making them attractive to any indulging young person. Finally the Indiana legislature added the synthetic cannabinoid activating drug found in Spice to the schedule of illegal drugs in Indiana.
    But that hasn’t deterred unscrupulous business owners from still peddling Spice from their back stock rooms or from beneath the counters.
    In states where possession or even sales of small amounts of marijuana remains illegal, most are treating it as a misdemeanor. But because of the problem that Spice has presented, states such as Florida have declared the distribution of synthetic cannabis products a felony. In Lemon Grove, Calif., a convenience store owner was fined $54,000 for selling Spice, including to those who bartered with food stamps in order to get high. So maybe politicians are reacting to the dangers presented by synthetic marijuana.
    But what is missing, is an ongoing effort to educate our young to the dangers of getting high, no matter what the drug, be it cocaine, Spice or marijuana. We have allowed the pro-narcotics crowd to control the media and the message. And yes, the U.S. Food and Drug Administration still lists marijuana in the schedule I category of the Controlled Substances Act. Look it up.
    Young people by nature have a tendency to feel invulnerable to threats. The least we as a nation can do is not to allow delusions and misconceptions about drugs get in the way of their survival. We can start acting like adults.
    Or perhaps we have thrown in the towel in the war on drugs altogether, surrendering to the peddlers.

    Becker leaving job as CEO

    To Parkview Health after 18 months at Greater Fort Wayne

    After less than 18 months on the job, Mark Becker has submitted his resignation as president and CEO of Greater Fort Wayne Inc. effective Jan. 16.
    The two-time former Fort Wayne deputy mayor has accepted a consulting position with Parkview Health, a Fort Wayne-based nonprofit.
    Becker will help coordinate economic development around the Parkview north campus with various property owners. He will also be a liaison to surrounding communities, helping Parkview strengthen its relationships throughout the region.
    Mike Packnett, Parkview’s president and CEO, led the effort to form Greater Fort Wayne Inc. by merging the Greater Fort Wayne Chamber of Commerce and the Fort Wayne-Allen County Economic Development Alliance.
    Becker was hired in July 2013 as the organization’s first CEO after a national search yielded more than 200 applicants. He was the unanimous choice of the search committee and the interim executive committee, headed by Packnett.
    Packnett was unavailable for comment Friday afternoon. 
    Becker’s departure could affect whether the Downtown Improvement District’s board agrees next month to enter a contract-for-services agreement with Greater Fort Wayne.
    Dave Arnold, DID’s chairman, said Friday it’s too soon to say what the fallout might be. He plans to discuss the leadership change next week with fellow board members.
    John Urbahns, Greater Fort Wayne’s executive vice president for economic development, made a presentation this week to DID, encouraging the board to approve a contract with Greater Fort Wayne when the issue comes to a vote in January. 
    During the meeting, some DID board members expressed concern that their quasi-governmental organization’s staff and priorities could become lost inside the much larger Greater Fort Wayne.
    Becker said Friday that DID board members’ doubts about the wisdom of formally joining forces with Greater Fort Wayne played no role in his decision to leave the organization. 
    Greater Fort Wayne’s board last week approved the organization’s 2015 work plan and budget of $3.67 million. The documents will guide staff efforts next year. The nonprofit has budgeted for 22 full-time employees, which includes three new positions.
    Becker said he’s glad to have those pieces in place before announcing his resignation, although he acknowledged, “There’s maybe no perfect timing for this kind of thing.”
    Becker said his biggest accomplishment as CEO has been merging the chamber, the Alliance and Leadership Fort Wayne, which was headed by his wife, Cheri Becker, who will remain with Greater Fort Wayne. 
    At the time of Mark Becker’s hiring announcement, then-interim board member Ron Turpin said the organizers wanted a game-changer for the community. Contacted Friday, Turpin, now the board chairman, said Becker has been essential in laying the foundation for Greater Fort Wayne. 
    Becker’s replacement should be someone passionate about the future of Fort Wayne who is well-respected by the local business community, Turpin said.
    The effort to find a replacement has already begun, he said. But a decision hasn’t been made whether to hire a consulting firm to conduct another national search.

    Mark Becker, is stepping down as head of Fort Wayne's leading economic development organization after less than two years on the job.
    Becker, a former deputy mayor who was named CEO of the newly formed Greater Fort Wayne Inc. in July 2013, will serve as a consultant for Parkview Health, specializing in community development and external relations. Greater Fort Wayne Inc. was created through the merger of the Chamber of Commerce and the Economic Development Alliance. His departure is effective Jan. 16.
    "The timing (to leave) is never good, but GFW is well-positioned," Becker said today. "Our work plan and budget for 2015 are set, so if there is a good time, this is it."
    Becker, who had served as Fort Wayne's deputy mayor since early 2012, oversaw the organization's move into its new office at 200 E. Main St., and the organization recently led a group of local leaders to Des Moines, Iowa, which placed first in a survey of 100 Midwestern cities in a poll by IPFW. Fort Wayne ranked in the middle.
    The organization has also become involved in sometimes-confrontational issues, such as opposing a state proposal to ban same-sex marriage and cautioning City Council to do further study before voting to end collective bargaining for city employees. And just this week, The News-Sentinel reported that the city has said it might eliminate its $150,000 annual support for the Downtown Improvement District unless it agrees to a formal relationship with GFW.
    “I have been engaged for almost three years helping to bring together the Greater Fort Wayne Chamber of Commerce, the Fort Wayne-Allen County Economic Development Alliance and Leadership Fort Wayne to serve as the single point of contact for economic development in greater Fort Wayne,” Becker said in a statement. “It has been an honor to serve" as CEO.
    “Mark will be instrumental in helping Parkview to enhance its community development and public affairs with the intent and goal of furthering the organization’s mission throughout the region,” Mike Packnett, President and CEO of Parkview Health, said Friday morning.
    GFW Board Chairman Ron Turpin in a statement thanked Becker for his service, noting that "under Mark's leadership over the past several years, we've made tremendous strides in our effort to align and strengthen Allen County's competitive position . . . GFW is well positioned going into 2015 to provide high quality services to our investors and build on the positive momentum being realized in Greater Fort Wayne.”
    GFW's executive committee will now begin the search for a successor.

    After one of those men inappropriately touched a dancer, all were kicked out, including the principal's stepson as well as two teachers.
    According to court records, unlike Herx, those men received counsel from the church and did have the option to renew their contracts - a point that was a primary focus within Wednesday's questioning and testimony.**!!!

    Local Discrimination Trial Makes National Headlines, Testimony Involves Teachers Kicked Out Of Strip Club

    FORT WAYNE, Ind. (21Alive) -- It's a case that's received countless national headlines and continues to play out right in Fort Wayne.
    Wednesday marked the second day of the local trial between a former St. Vincent de Paul teacher, Emily Herx, and the Fort Wayne - South Bend Catholic Diocese.
    The debate revolves around whether officials with the diocese discriminated against Herx by choosing not to renew her teaching contract, after finding out she was using in vitro fertilization (IVF) in an attempt to have another child.
    Those within the diocese say Herx violated the school's catholic morality clause, which she agreed to follow when signing her contract.
    However, the lawsuit filed by Herx isn't directly about IVF treatments or the church's teachings. Instead, it's on the basis of gender discrimination and her belief that men, within the school, are not held to the same moral standard as women.

    Traveler’s Checklist

    A trip requires careful planning.  Listed below are important steps you can take to prepare for a safe trip anywhere outside the United States. In addition, you can search for your destination to view more specific information about that country or area.

    Getting There

    • Be Aware of Any Travel Alerts and Warnings for Your Destination

      The State Department issues Travel Warnings to recommend postponing travel to a country because of widespread civil unrest, dangerous conditions, terrorist activity or, in some cases, because the U.S. has no diplomatic relations with the country and may have great difficulty in assisting U.S. citizens in distress. Travel Alerts disseminate information quickly about terrorist threats or other relatively short-term or transnational conditions that could pose significant risks to you and affect your travel plans. U.S. embassies and consulates send out security or emergency messages to alert U.S. citizens to fast-breaking events, such as demonstrations, coups, approaching storms, and crime.
      The Department of State urges U.S. citizens living overseas or planning to travel abroad to enroll in the Smart Traveler Enrollment Program (STEP).  When you enroll in STEP, we can update you with important safety and security announcements.  Enrolling will also make it easier for the embassy or consulate to contact you in the event of an emergency.  You should remember to keep all of your information in STEP up to date; it is particularly important when you enroll or update your information to include a current phone number and e-mail address.
    • Do You Have All Required Travel Documents?

      Most U.S. citizens must use a U.S. passport to travel overseas and reenter the United States. A passport is an internationally recognized travel document that verifies your identity and citizenship. Only the U.S. Department of State has the authority to issue U.S. passports.
      Most foreign countries require a valid passport to enter and leave. Some countries may allow you to enter with only a birth certificate, or with a birth certificate and a driver’s license, but all persons, including U.S. citizens, traveling by air, must present a valid passport to reenter the United States.
      If you are traveling by land or sea, you must provide evidence of both your U.S. citizenship and your identity when you reenter the United States. For many land or sea trips this means you can travel using the new U.S. passport card instead of the normal passport book.  Read more about U.S. passport requirements.
      What about your children?  Some countries have instituted requirements to help prevent child abductions and may require travelers to present proof of relationship to the children and evidence of consent from any non-accompanying parent(s).  Visit our child abduction country information pagesfor information about your destination.
      When does your passport expire? Some countries require that a traveler’s passport be valid for at least six months beyond the dates of the trip.     • Are You Prepared for an Emergency?

      Make sure you have the contact information for the nearest U.S. Embassy or Consulate where you are going. Consular duty personnel are available for emergency assistance 24 hours a day, 7 days a week, at U.S. embassies, consulates, and consular agencies overseas and in Washington, D.C. Contact information for U.S. embassies, consulates, and consular agencies overseas may be found in our Country Specific Information pages. If your family needs to reach you because of an emergency at home or if they are worried about your welfare, they should call the Office of Overseas Citizens Services in Washington, D.C. at 1-888-407-4747 (during business hours) or 202-647-5225 (after hours). The State Department will relay the message to the consular officers in the country where you are.  The consular officers will then try to locate you, pass on any urgent messages, and, if you wish, report back to your family on your welfare.
    • Do You Plan to Drive Overseas?

      If you plan to drive overseas, you may need to obtain an International Driving Permit (IDP).  Many countries do not recognize U.S. driver’s licenses without an accompanying IDP, and it is illegal to drive without a valid license and insurance in most places.  You should check with the embassy of the country where you plan to travel to find out more about driver’s license and car insurance requirements.  If you will be residing overseas for an extended time, it is a good idea to obtain a local driver’s license as soon as possible, since IDPs have a limited validity.  Foreign countries may also require that persons considered resident obtain a local driver’s license if they are going to drive.  To renew a U.S. driver’s license while abroad, contact the Department of Motor Vehicles in your home state.

    • Pack Smart!

      • Pack light so you can move more quickly and have a free hand when you need it.
      • Carry a minimum number of valuables and plan places to conceal them.
      • Check your bags, clothing, and vehicle to make sure you are not carrying any banned items or substances, such as weapons or ammunition, into your destination country.  Use covered luggage tags to avoid casual observation of your identity and nationality. 
      • Avoid packing IDs, tickets and other vital documents in backpacks or other locations you won't be able to see at all times. 
    • Do You Have Photocopies of Your Itinerary and Travel Documents?

      Make two photocopies of all your travel documents in case of emergency or if your documents are lost or stolen. Leave one copy with a friend or relative at home. It is always a great idea to let at least one person know exactly where you will be staying and how to contact you in an emergency. Carry the other copy with you stored separately from the originals. Documents to make copies of include:
      • Passport ID page
      • Foreign visa (if applicable)
      • Itinerary
      • Hotel confirmation
      • Airline ticket
      • Driver's license
      • Credit cards brought on the trip
      • Traveler's check serial numbers 

    Your Safety

    • Prepare to Handle Money Overseas

      • Check and understand the exchange rate before you travel.
      • Before you leave, notify your bank, credit card company, or other financial institutions that you are going overseas.
      • Avoid carrying cash and consider using traveler's checks or major credit cards instead (but make sure they are accepted at your destination before departing on your trip).
      • Change traveler's checks only as you need them.
      • Do not flash large amounts of money when paying a bill.
    • Learn about local laws and customs

      While traveling, you are subject to the local laws even if you are a U.S. Citizen. Foreign laws and legal systems can be vastly different from our own and it is very important to know what's legal and what's not. If you break local laws while abroad, your U.S. passport won't help you avoid arrest or prosecution, and the U.S. Embassy cannot get you out of jail.

      Vaccinations Are Required for Entry to Some Countries
      Some countries require foreign visitors to carry an International Certificate of Vaccination (aka Yellow Card) or other proof that they have had certain inoculations or medical tests before entering or transiting their country.  Before you travel, check the Country Specific Information and contact the foreign embassy of the country to be visited or transited through for currenty entry requirements.

      The U.S. Centers for Disease Control (CDC) and the World Health Organization (WHO) can provide you their recommendations for vaccinations and other travel health precautions for your trip abroad.

      Get Help With a Medical Emergency Abroad:
    • Does Your Health Insurance Cover You Outside the U.S.?

      Learn what medical services your health insurance provider will cover overseas.  Although some health insurance companies will pay "customary and reasonable" hospital costs abroad, very few will pay for a medical evacuation back to the United States, which can easily cost up to $100,000, or even more, depending on your condition and location.  Regardless of whether your insurance is valid overseas, you may be required to pay for care when you receive it.
      If your insurance policy does not cover you abroad, consider purchasing a short-term policy that does.  Many travel agents and private companies offer insurance plans that will cover health care expenses incurred overseas including emergency services such as medical evacuations.

    • Are You Taking Any Prescriptions or Other Medications?

      If you take prescription medication:
      • Pack enough to last your entire trip, including some extra in case you are unexpectedly delayed.
      • Carry your medications in their original labeled containers, and pack them in your carry-on bag since checked baggage is occasionally lost or delayed.
      • Ask your pharmacy or physician for the generic equivalent name of your prescriptions in case you need to purchase additional medication abroad.
      • Get a letter from your physician in case you are questioned about  your carry-on medication; some countries have strict restrictions on bringing prescription or even non-prescription medications into the country without proper medical documentation.
