BUT- what i m just saying- is NEIGHBORHOOD CODE DOES A CRUMMY JOB OF taking care of issues such as these. I hada a friend of a friend- whose neighbors got a dog- a fairly big dog- with a pretty loud WOOF WOOF  BARK. and that SOB never shut up. my friend said that dog  barked  from the time they put him out in the AM till the PM when they let him back in.
