SADLY- MR SCHRADER IS A UNKNOWN LONER WITHOUT ANY LOCAL WEALTHY RELATIVES OR FAMILY; JUST A SORRY PATHETIC HOMELESS DERELict WITH NO EDUCATION; BARELY LITERATE; AND ADDICTED TO ALCOHOL; AND PORNOGRAPHY ON MOTEL TELEVISION.  a Transient drifter who migrates from "roach motel to roach motel"

such as if you or I made a complaint to the sheriff; or the FWPD; they would receive the complaint; conduct a cursory investigation; and either pass it on to the prosecutors; and make an arrest; or dismiss the complaint.

after all- like I said- filling out a county employee laborer job application- is more thorough- there are only 3 pages to fill out for elected jobs-
