Members of the Neighborhoods United Group honored Fort Wayne Police Capt. P.J. Smith on Monday night for his work to help neighborhoods and for helping city officials craft the Chronic Problem Property ordinance, which was passed by Fort Wayne City Council.

Smith was honored during the NUG’s meeting at Grace Presbyterian Church, 1811 Fairhill Road.

He and Fort Wayne Police Chief Steve Reed also answered residents’ questions about the new ordinance and other efforts to control drug dealing and additional problems.

Before the award presentation, Reed praised Smith as an officer who is “always there” for people and as someone he can count on, particularly for special assignments.

During his comments about the Chronic Problem Property ordinance, Reed told NUG members the public discussion leading to its passage by City Council already has reduced the number of police calls to problem commercial properties.

The ordinance describes “chronic problem properties” as ones that “cause a financial burden upon the city by the numerous calls for service to the properties because of illegal and/or nuisance activities that repeatedly occur.”

A business can be ruled a “chronic problem” after it generates 12 or more valid complaints under local, state or federal law within a 90-day period or if it has received at least 12 compliance orders from local authorities during that period.

The goal is to get owners of problem commercial properties to work with city officials on resolving the problems, residents learned.

The city’s longtime drug house ordinance will be used to go after drug dealing operations and the owners of properties where they operate, officials said.

Most of the police calls in the northwest part of the city come from the low-cost hotels and motels along West Coliseum Boulevard, Smith told the group. Those calls often involve drug use, drug overdoses and family fights.

With the Chronic Problem Property ordinance in place, police hope to spend less time on calls to problem properties and more time in neighborhoods working to make residents lives better, Smith said.

Just 1,200 people live in Monroeville, and back in 2006 it almost seemed as though there was an illegal gambling machine for each of them.“Cherry Masters” and similar devices were in a gas station, the Pour House tavern and even a supposedly vacant grocery store, and one employee of the ersatz casino no doubt was correct when she assured me there were at least“50 places in Allen County just like this.”

Those days are long gone, thanks to stepped-up law enforcement, but veterans groups, bars and others hurt by the crackdown are hoping to go back to the future with the help of a predictable advocate that will be in Fort Wayne Wednesday to plead its case.

“This could generate $165 million per year in taxes for state and local governments,” predicted Kim Pugh of the Indiana Amusement & Music Operations Association, which represents about 34 coin-operated vending companies statewide. In addition to taxes, video gaming could also generate hundreds of millions of dollars for small business — which no doubt is why representatives of the liquor industry, bowling centers, bars and truck stops will be at VFW Post 857 at 3 p.m. Wednesday to urge Hoosier legislators to do in 2018 what they did not do this year: legalize video gambling.

Success would come as very good news to members of Post 857, which built its facility at 2202 W. Main St. with revenues from 11 illegal machines that used to line the walls — an absence that has been keenly felt in the form of lost income and patronage.

“We’re paying our bills, but we don’t have as much money to donate to charity (such as youth sports),” Commander Bob Beason said. “We have a lot of older members who can’t go out of town (to gamble), and some stopped coming in. The state just increased the gas tax, but (gaming taxes) are voluntary and could fix roads and bridges. Why is the state so reluctant?”

Post 857 Canteen Officer Tom Douglass figures the question was mostly rhetorical, but he answered it anyway.

“The casinos have a lot of money,” he said.

Cynical, perhaps, but possibly also true. If the state allows relatively low-cost video gaming in bars and other over-21 businesses, owners who have invested millions in casinos — no doubt lured by the state’s promise of limiting competition — could lose lots of money. So, for that matter, could the state’s own lottery. In other words, a lot of people have a lot of very good reasons to hope Pugh’s organization fails in its legalization attempt again this year.

But this is an issue that deserves serious consideration, because it epitomizes the danger of government “picking winners are losers.” It’s no secret many bars and service organization have been hurt or have even closed because they could not weather the loss of gambling revenue. But as I mentioned, casino owners have invested heavily under one set of rules and could properly question whether it would be fair to change the rules of the game now. A good argument could be made either way, although my preference would be to allow licensed video gaming, as former Mayor and State Rep. Win Moses proposed in 2006 when it was estimated there were as many as 30,000 illegal machines in use statewide.

That’s not an endorsement of gambling, just an acknowledgement that the lottery and proliferation of casinos has rendered any moral opposition to legalized gambling moot. Is playing a penny machine at the VFW really more dangerous to society than gambling at a casino or buying a lottery ticket?

Back in 2009, as you may recall, studies indicated a casino in Fort Wayne could generate $244 million in annual revenue, $44 million in gaming taxes and support more than 2,280 jobs. But another study by IPFW’s Community Research Institute cautioned a casino could promote“pathological” gambling among a small percentage of the population. Mayor Tom Henry asked the Legislature to allow voters to decide the issue, but the referendum never happened and, given the increasingly saturated casino market, it’s probably just as well.

Video gambling is something else entirely, and deserves a thorough and impartial review. Beason hopes Wednesday’s event will energize supporters who will encourage lawmakers to “get off their dead (seats) and get it done. With penny machines, it’s not like we’d be taking anybody’s pension away.”

Question 4 answer: I suppose the County Council (CC) is working OK. Since 1991-(25 years)- I have closely followed city & county government meetings on public access TV; & online- There are a few things that could be reformed, like all Govts; –

The open seat vacated by Mr. Brown should be filled by an Independent minded Democrat who is a Fiscal Conservative & Social Liberal/Centrist- who will raise issues & ask questions from the taxpayers & citizens who are often ignored due to conservative “political correctness”

I will work hard to get along with the other CC members; & County officials many of who I am acquainted with from my 1990 GOP days.

My main issues will be more cash for our Veterans Office & asking why we spend so many Millions of dollars on AADP; & Redwood Toxicology-Drugs & Alcohol Prohibition. I believe the needle exchange program is stupid and only enables Addicts. This is all a distraction to shut down and silence the legalize marijuana movement We need to make clear to Heroin Addicts, etc. they are not welcome here & will be prosecuted to the fullest extent of the law ;

TWO- I will assure our county sheriff & justice system have the resources wisely provided they need for Public Safety, & Helping the various screwballs foul-ups misfits & “Square Pegs” fit in and conform to community standards expectations & Ethics

Lastly: I have an eccentric interest in Research of Allen County History- the obscure, interesting, Tabloid stories that citizens may be curious about.

Question 5 answer: I do not think any major changes need to be made in the operation of this office- the Surrounding County towns and citizens have made it VERY CLEAR they are content with “business as usual” And a Plurality of city Residents who Elect County Officials & pay both city & County Taxes – have made it clear they want a County Councilman who will Listen and publicize and follow their Concerns; & wants & needs -they are paying for. I Intend to do this to the utmost of technology and 21st century public policy – Doing what works.

Question 6 answer: Again the main Policies and issues I will focus on are Maximum openness transparency & accountability to the Public; Uploading All public records to the Internet- ( w/ redactions as needed for privacy)- Court records; sheriff’s records criminal justice, and so on- anything the Public demands and is willing to pay for .

Maximum Funding for our County Veterans & War Heroes at the County Veterans Service Office. With so many War Veterans – from WW2, Korea, VietNam, Interim wars; & Iraq & Afghanistan- the Need is great and we must spend what is necessary to meet the needs of our veterans and their families; whatever the price tag.

I am open minded to study the need for a minimal security PUBLICALLY OWNED & OPERATED COUNTY JAIL /Prison Camp for the many average inmates & ex-cons willing to become law abiding tax paying citizens again & resources for an Mentally ill;& Drug Addicted special confinement Lock-up to process them into the proper institutions. Jail Guards have enough work without babysitting the Insane or the addicts or mentally deficient

Lastly: I will raise the issue of Legalized Recreational Marijuana-Legal as Tomatoes- & kept from Minors- to raise revenue & attract Millennials; artists musicians nightclub workers; nonconformists outside the box entrepreneurs & Others who want to live in a fiscal conservative social liberal freedom and liberty sort of city. College educated singles & young adults. My approach is a near polar opposite of the current downtown riverfront schemes as visioned by GFW and “the usual bunch of idiots”

PLEASE show my "true colors"- RED WHITE AND BLUE"- thats how our grandparenst got through the great depression; thats how our parents got thouh the 80's and the "great recession" just recently- all these militant homeless and OCCUPIER TYPES who want money; homes food shelter and clothing just handed to them because THEY DESERVE IT- well- noone deserves anything- and the sooner all you whiny kids figure that out- the sooner you will be on the road to success.- im mainly speaking to the able bodied men out there. I've lived on the streets & tho I struggle daily to not have to return there, there's a pissability I may end up doing so. I have a bed; but thats about it.; i scrape by. and my single goal is to not be homeless - I did plenty in the 80;s and 90's- and a lot of good it did- im done with it- the torch has been passed- lets see if you all do any better. Amanda Annette I have helped many get sober, get into housing and stay there, people successfully getting their kids returned to them and being great parents. I see a lot of success. Do I see failures? Of course but, that doesn't mean I won't continue to try to help those that will take it. Someone helped me get off drugs and fed me when I was hungry. I have been successfully away from all that for years and years and now I pass I on. You just run your mouth. I don't see much work on this issue out of you other than to say we should ship them to Texas.

Im an economist by education- so i havent been there- I did myown research- sort of "lukded" anonymously around the seamy' shady; poor; gritty parts of fort wayne; lived in thepoor white parts of town; worked; shopped there. Im from the NE suburbs where i grew up. Iwas in the NAVY- saw the worst places of 3rd world countries-
Ive been "down and out " here in fort wayne; and each time ive fallen down; ive learned how to pick myself back up again. (like bruce wayne lol)
so) al I can offer is economic police- and its cheaper to allow the terminally chronic homeless to "self relocate" to give them a ticket out of town;a ndTRIAGE the dgood homeless from the bad ones- how do i know its like they say- you know it when yousee it.after the recenbtOCCUPIER MOVEMENT and MILITANT HOMLESS MOVEMENT - one after the other- you dont hthink the downtown overlords have made a determined decisionto run all these unwanted undesirables and derelicts out of town? you can cry all you want- call me mean ahdn heartless and clueless and all you want- butTHATS THE REALITY AND THATS HOW IT SHALL BE so far as they are concerned. until someone buys soem piece of land where the homeless can CAMPOUT and run a HOMELESS CAMPGROUND on their own cash; well- thenMOVE ON DOT DUDE.

I used to enjoy smoking weed- for pleasure with a couple beers and doing yard and garden work; even had a few jobs where the boss didnt really care because it wasnt a missioncitical job- so weed and alcohol- easy enough to pass a drug test- thats why i stopped smoking weed and cleaned myself up- i cut my hair; i have a 2 day stubble beard; because my face breaks out- i always look presentably enough - etc.how hard is that? i worked my behind off- in the military; graduated high school graduated TWO COLLEGES AND ATTENDED A 3RD; i know a lot of libary and internet "junk" as well. im not some stupid schmuck spouting off to a bunch of kids- well kids maybe- but what kids ever listen to their elders anyway>

Gina Burgess Amanda Annette --- I'd save yourself the aggravation and block him. I'm really close to doing that myself. I've tried to create a forum where people with differing views can gather, offer diverse thoughts and perspectives, and it works great as long as everyone is respectful.

At this point, I am coming to the conclusion that all David is wanting to do is stir the pot. I gave him the opportunity to share his political platform, offer solutions to problems, and all he did was spew a lot of long-winded, nonsensical minutia that was short of insight, devoid of a plan, and failed to provide real (and legal) solutions.

As you saw in the "Help for Fort Wayne's Homeless" group---a group in support of basic humanitarian rights for all of Fort Wayne's homeless---he was clearly anti-homeless, especially the street homeless and took great effort (and joy) in causing disruption. Just something to think about....
