ALBION — The chairwoman of the 3rd District Democratic Party has resigned, and a Churubusco woman wants the position.
Carmen Darland of Albion announced her resignation Friday morning on Facebook.
“Since the caucus notices were sent, I wanted to share with you that I am now the former Third District Chair. Thanks to all of the volunteers and donors that helped me in the position for the past 8 years,” Darland said in an early Friday post.
Shortly after the announcement, Churubusco Clerk-Treasurer Madalyn Sade-Bartl sent a letter to the district, indicating her interest in the spot. Sade-Bartl resigned from her position as treasurer to run for the spot.
Darland remains co-chair of the Indiana Democratic Party Emerging Leaders Project and vice chair of the Noble County Democrats through March 2017. She plans on running again for the county post. She is also a member of the Democratic National Committee’s Women’s Leadership Forum as well as being a member of the United State of Women White House program.
The caucus notice sent to county officials Thursday by Vice Chairman Charlie Odier, of DeKalb County, says the vacancy occurred last Wednesday. The district chair’s term ends in March, meaning whoever is selected will have to stand for re-election or be replaced in a March 11 reorganization meeting. County party organizations reorganize March 4.
A caucus has been called for Sunday, Jan. 22, at the Wells County Democratic Party Headquarters, 119 S. Jefferson St., Bluffton. In the caucus, each county will be allowed two votes from its officers.
Candidates who want to run for the post have to file with either Odier or party Treasurer Roxanna Lucas Murray by 2 p.m. Thursday, Jan. 19.
The rules are the same for the caucus filling the treasurer vacancy left by Sade-Bartl, which will follow the election for chair.
Steuben County Democratic Chair Judy Rowe said she has filed paperwork to run for district chair. Earlier this year, Rowe said she would not seek a third term as Steuben County chair, but would remain active in party politics.

“Around the country, Democrats are reeling in the aftermath of the 2016 election, and Indiana is no exception. Like all of you, I spent numerous hours phone banking, canvassing, walking in parades and stuffing envelopes for various campaigns and was heartbroken on election night. Volunteers and county parties worked hard to get people to the polls, but unfortunately, our party had a disconnect with voters, causing many who identified as Democrats to switch parties or just stay at home. As we witnessed, this affected many down ticket races we could have, and should have, won. We need to make our voices heard, and we need to ensure the candidates we work so hard to elect are talking to the people of the Third District and communicating the issues and ideals that are important to us, and other working class rural communities.
Let’s face it, the Third District is not Indiana’s First (Lake County) or Indiana’s Seventh (southern Marion County). We all know that we continue to face an uphill climb to win a congressional seat. And even though we are not a heavily blue district, we have the same number of votes on the State Central Committee as they do. We need to modify the message being communicated and shift our focus to engaging rural Hoosiers. We need a chair who will continue to fight for much needed changes to be made at the state and national levels. We need a chair who is not be afraid to speak on behalf of the Third District and its constituents to influence the State Central Committee and it’s messaging. We need a chair who will focus on recognizing our tireless volunteers who help win campaigns. We need a chair who can fundraise within our own district so we can assist our local candidates and help them win. My name is Madalyn Sade-Bartl, and I am the candidate who can, and will, do those things for Indiana’s Third District as its new chair.
As you know, I was elected District Treasurer in July 2016 and I assisted in resolving reporting issues left by the old treasurer. Those issues have since been corrected and I have filed termination paperwork to dissolve the Third District Breakfast Club committee and have paid the remainder of the bank account balance to the FEC. We are now current with all state and federal reporting requirements, too. I was also a graduate of the 2014-15 Emerging Leaders program and now serve on the Board for that program.
In my daily life, I am a two-term elected Clerk-Treasurer for Churubusco who is not only known within my hometown for my leadership abilities, as I currently serve as vice-president of the Churubusco Chamber and Churubusco Youth Foundation, but am also known throughout the state. I have been elected to several statewide boards and committees including Indiana Association of Cities and Towns (IACT) and the Indiana League of Municipal Clerks and Treasurers (ILMCT). I have also been recognized as Churubusco’s Citizen of the Year (2014), Greater Fort Wayne Business Weekly’s 20 Millennials Making a Difference (2015), and as an Indiana Bicentennial Torchbearer (2016). Through my involvement with numerous non-profits, I have become an experienced fundraiser having planned and organized dozens of events benefitting organizations such as the Churubusco Chamber, Churubusco Rotary, and Churubusco Community Park. I was also one of the organizers of the very successful John Gregg fundraiser, “PBR and a Cheap Cigar,” held this summer that raised approximately $20,000 for the John Gregg campaign and am currently assisting in organizing the 31st Annual Third District Dinner.
The DNC platform states: “Democrats believe that we’re greater together than we are on our own—that this country succeeds when everyone gets a fair shot, everyone does their fair share, and everyone plays by the same rules.” The Third District has been successful in governing by that philosophy and has a history of electing individuals based upon their potential rather than who is next in line. I urge you to continue that trend and serve as an example to other districts by selecting the candidate who would work hardest for the best interests of the District and the Party. OVERCOMING MISAPPROPRIATIONS -- REBUILDING CREDIBILITY THROUGH INCREASED TRANSPARENCY AND ACCOUNTABILITY: Earlier this week, a story broke about a theft of funds by the former treasurer of the Democrat's 3rd Congressional District. Before the story broke, the current and former Chairwomen of the 3CD worked hard to resolve and remedy the problem. And then, to their credit, they took matters one step further and communicated the wrong-doing with 270 Democrats, myself included. They never asked anyone to keep matters to themselves, choosing instead to air matters out and develop a better system of checks and balances. I just wanted to take a moment to thank each of you for how you’ve handled the Tyler Cooley matter. It is very unfortunate that Tyler felt the need to misappropriate Third Congressional Funds. With the exception of having speeding tickets, Tyler was squeaky clean prior to 2014, according to various public records. It’s pretty clear his divorce of April, 2014 has had a negative impact. Hopefully, coming clean about his mistakes will help Tyler return to a path of good citizenship. Hopefully, talking candidly about Tyler’s mistake among the CD3 and taking the decisive action that has been taken thus far will help to strengthen the 3rd District Congressional Democrats.
Carmen – I wanted to say a special thank you. Despite my somewhat rocky relationship with the local Allen County Democratic Party, you’ve always made me feel included as a Democrat—even if I wasn’t a “Henry Democrat” or Henry-loyalist, like former ACDP Chairman John Court, or a “not good enough Democrat” as defined by people like John Court. I always appreciated you’re staying above the fray and keeping the lines of communication open, even when it may not have been politically expedient to do so. You are a wonderful example of leadership.
Madalyn – Thank you for giving the 270 Democrats on the CD3 mailing list a heads up to the JG story. [1] That was incredibly helpful in ways you may not even be able to imagine. The morning the story broke, I received emails, facebook messages and texts on both sides of the aisle. From Democrats who weren’t on the mailing list and wanted to know if I knew more of what was going on to Republicans who were ready to have some fun with the topic at the expense of Democrats. Your email of January 30th “armed” me with facts and I was able to forward those facts as appropriate.
As I’ve stated above, hopefully, talking candidly about Tyler’s mistake among the CD3 and taking the decisive action that has been taken thus far will help to strengthen the 3rd District Congressional Democrats. In any case, being honest, open and transparent in this matter while seeking to maintain a higher level of financial and personal accountability has impressed me. To me, it demonstrates a new era of Democratic leadership – one of openness, increased communication and outreach, continued inclusiveness and a desire to be held more accountable than has been done in the past. To that end, I would like to make a donation --- a small token of my appreciation and approval for the new path being chartered under Madalyn’s leadership.

Former 3rd District Democrat official expects no charges

The new chairwoman of the 3rd Congressional District Democratic Party has accused a former party treasurer of stealing about $7,000 from a campaign fund.
Madalyn Sade-Bartl said an internal audit conducted last summer showed discrepancies in a campaign finance account accessed by ex-treasurer Tyler Cooley. Sade-Bartl indicated in emails and a telephone interview with The Journal Gazette and in a letter sent this week to area Democrats that the party is seeking criminal charges against him.
Cooley confirmed to The Journal Gazette on Tuesday that he stole the money and has begun paying it back but that he does not expect to face charges.
“I can confirm that that happened and that I have been making repayments,” Cooley said in a phone interview when asked about Sade-Bartl’s allegation that he took $7,000 from a party account.
He said he has repaid $150 and intends to make regular restitution payments to the party.
Asked why he took the money, Cooley said that he “had some issues” to deal with. Later in the interview, he said, “At the time, I was unemployed. It was always my intention to pay it all back.”
In an earlier phone interview Tuesday, Cooley would neither confirm nor deny that he stole money from the party. In the later interview, he said he was acknowledging that he took money after consulting an attorney, whom he declined to identify.
Cooley, who lives in Fort Wayne, said the Allen County prosecutor’s office has led him to believe that no charges will be filed against him by that office. But Robyn Niedzwiecki, spokeswoman for the prosecutor’s office, said she could find no one in the office who was familiar with the allegation against Cooley or had been in contact with him.
Noble County Sheriff’s Detective Sgt. Joe Hutsell told The Journal Gazette that a police report on the allegation was filed in Noble County and the investigation had been turned over to the Kosciusko County prosecutor because the Democratic Party’s funds involved a bank in Warsaw.
A spokeswoman for the Kosciusko County prosecutor said an investigator in the office has sought more information from the Noble County Sheriff’s Department.
Then-Democratic chairwoman Carmen Darland, who lives in Noble County, reported the missing money to Noble County police last June, according to Sade-Bartl, who is also clerk-treasurer of Churubusco.
“We discovered the issue; we addressed the issue; and we got right back to business,” Sade-Bartl wrote in a letter Monday that she said was sent to 270 Democrats in the 12-county congressional district. The letter describes them as “valued donors” to the party.
Her letter refers to the audit of state and federal campaign accounts, a “discrepancy” in the state account, and the start of restitution by the former treasurer, whom she does not name.
“The finding was turned over to local authorities. We are still awaiting a trial date,” Sade-Bartl wrote in the letter.
She wrote that legal counsel had advised her against commenting on the matter “until the police investigation was completed and a trial date was set. However, I cannot get a definite answer on when that may occur.”
Sade-Bartl wrote to Democrats, “While the case is still open, I felt it best to notify you prior to reading about it in the local newspaper.” She wrote that she had been contacted by three media outlets “with a whirlwind of false information and rumors concerning the former treasurer.”
Sade-Bartl told The Journal Gazette in an email Tuesday that the amount of the discrepancy was “around $7,000.” Sade-Bartl also said in an email that Cooley “admitted taking the money to Carmen, myself, and a handful of others associated with the Party.”
Cooley said he believes that sources who first told The Journal Gazette last week about the missing money are trying to generate unflattering news coverage about Sade-Bartl to hurt her chances of being re-elected district Democratic chairwoman.
“This story is kind of convoluted. There’s a whole lot more to this story,” he said.
Sade-Bartl replaced Cooley as 3rd District treasurer in July. She was elected Democratic chairwoman in a special election Jan. 22 to replace Darland, who recently resigned. Sade-Bartl will stand for re-election at a March 11 party caucus in Bluffton.
The Journal Gazette reviewed original and amended campaign finance reports filed by the Indiana Third Congressional District Democratic Committee with the Indiana secretary of state, which oversees elections and campaigns. The committee listed a Warsaw address as its physical address.
The committee’s annual report that was filed in February 2016, when Cooley was treasurer, showed it spent $3,530.37 during 2015 and ended that year with $10,750.54 in cash. But an amended report filed last month by the committee listed expenditures for 2015 as $10,816.37 and a cash balance at year’s end of $3,464.54 – a difference from the first report of $7,286 in both expenditures and cash.
The committee makes contributions to the campaigns of state administrative and legislative candidates and to county Democratic organizations.
“Despite this unfortunate circumstance, CD3 still invested the most money of any district in Indiana in the 2016 election cycle, including $13,000 directly to our statewide candidates and more than $3,000 to candidates for State Representative and State Senate,” Sade-Bartl wrote in her letter to district Democrats.
No statewide Democratic candidate won election in November. Rep. Phil GiaQuinta, D-Fort Wayne, who ran unopposed, was the only Democrat in the 3rd Congressional District to win election to a General Assembly seat.
Sade-Bartl said she also has had to file campaign finance reports with the Federal Election Commission because Cooley failed to. The FEC website contains copies of three letters it sent to Cooley at a Markle post office box in 2015 and 2016 notifying him that he had not filed certain reports for the Third District Breakfast Club.
Sade-Bartl said the Breakfast Club was a campaign fund for federal candidates. She filed a notice to terminate the club in early January, and the FEC approved her request last Thursday.

As you know, I was elected District Treasurer in July 2016 and I assisted in resolving reporting issues left by the old treasurer. Those issues have since been corrected and I have filed termination paperwork to dissolve the Third District Breakfast Club committee and have paid the remainder of the bank account balance to the FEC. We are now current with all state and federal reporting requirements, too. I was also a graduate of the 2014-15 Emerging Leaders program and now serve on the Board for that program.
In my daily life, I am a two-term elected Clerk-Treasurer for Churubusco who is not only known within my hometown for my leadership abilities, as I currently serve as vice-president of the Churubusco Chamber and Churubusco Youth Foundation, but am also known throughout the state. I have been elected to several statewide boards and committees including Indiana Association of Cities and Towns (IACT) and the Indiana League of Municipal Clerks and Treasurers (ILMCT). I have also been recognized as Churubusco’s Citizen of the Year (2014), Greater Fort Wayne Business Weekly’s 20 Millennials Making a Difference (2015), and as an Indiana Bicentennial Torchbearer (2016). Through my involvement with numerous non-profits, I have become an experienced fundraiser having planned and organized dozens of events benefitting organizations such as the Churubusco Chamber, Churubusco Rotary, and Churubusco Community Park. I was also one of the organizers of the very successful John Gregg fundraiser, “PBR and a Cheap Cigar,” held this summer that raised approximately $20,000 for the John Gregg campaign and am currently assisting in organizing the 31st Annual Third District Dinner.
The DNC platform states: “Democrats believe that we’re greater together than we are on our own—that this country succeeds when everyone gets a fair shot, everyone does their fair share, and everyone plays by the same rules.” The Third District has been successful in governing by that philosophy and has a history of electing individuals based upon their potential rather than who is next in line.
