THE LANDING AND QUIMBY VILLAGE – WHY FUNDING FOR THESE PROJECTS WERE ANNOUNCED YESTERDAY (AND WHAT “THE PLAN” REALLY IS ABOUT AND WHAT IT REALLY MEANS FOR YOU)? Yesterday, several “exciting” but painfully predictable things took place – funding became available for the Quimby Village project and the The Landing. [1][2]
Ok, maybe I shouldn’t say painfully predictable – I did win a spectacular bet when one of my New Year’s Eve predictions came true. So a big and sincere shout out to Mayor Henry and Chuck Surack for the Quimby Village announcement! 
;-) As well as to the Mayor and Northeast Indiana Regional Cities Development Authority for the Landing announcement! 
:-D My prediction—which wasn’t really a ”prediction” just an acute observation of trends --was that the State of the City would be preceded within 24 to 48 hours of some sort of “transformational” “vibrant” “quality of life” [blah, blah, blah] economic development project(s), which would set the positive, euphoric feel-good tone from which the Mayor could catapult his annual economic development promotional speech. The purpose of the pre-speech PR bonanza is to highlight the Mayor’s success, build a frenzy of excitement in the community that would make it easier for the Mayor to sell continued runaway spending of taxpayer dollars, and diminish naysayers and critics of all this runaway spending through distraction.

And folks, please understand somethings – First, I am not being negative here, as some of Henry’s supporters frequently try to characterize me as. I am explaining the manner in which everyone is being manipulated through the use of well-time, well-choreographed and manufactured media whose purpose isn’t to report news but rather to illicit a certain emotional response, in this case “excitement” so that the Mayor’s sales job is easier to buy into.
Second, I am not against economic development. I’m against the current menu of unsustainable taxpayer-subsidized economic development projects that puts all the risk and the cost of that risk onto the backs of generations of taxpayers, who have not had any say in this matter. The majority of the people behind-the-scenes who are wanting this investment can and do have the resources needed to fund these projects on their own. But why should private investment fund anything when the public coffers are being left wide-open and largely unguarded from the current looting? The whole point of investing is basically using the monies and resources of other people to launch an idea that the investor can then later profit from. I get it. I don’t even disapprove of this behavior – as long as its taking place between consenting adults who understand the risks and the rewards. But that isn’t what is happening here, as evidenced by the need to create a pre-speech PR bonanza to manipulate emotions. Investors don’t rely on emotions. They rely on facts, logic and an understanding of the markets. So why are you being emotionally manipulated?
You are being emotionally manipulated for the same reason that none of this spending has been put to a referendum. If you were aware of the true cost, the true amount of taxes needed to fund these costs, and the amount of risk being taken here – There is no way in this lifetime you would vote for this spending. Even the Millennials when given the cold hard facts of how much of a tax burden all of this spending is going to be on them and their children and their grandchildren would be incredibly hard to sell to. I wrote about the impact of this spending on the Millennials---focusing on them because they have the right to know what they are in for. [3] They have the right to be told the truth of what this is going to cost them (and their children and their children’s children). And wow, some of the backlash I received was intense. How dare anyone be so “negative” as to show respect to this generation by confirming what some of them are already sensing on their own?
Now some of Henry’s supporters –as a way of trying to diminish the credibility of folks like me---are trying to make a really flim-flam comparison of taxpayer-subsidized downtown development to taxpayer-subsidized infrastructure. You can’t compare oranges (taxpayer-subsidized non-necessities that produce revenue for investors) to apples (taxpayer-subsidized necessities that don’t generate revenue). If something is designed to generate revenue, then the less it should be taxpayer supported. If a revenue-generating venue can’t stand on its own, then it is not needed. And if a revenue-generating venue can stand on its own, then the private sector would be clamoring over the money-making opportunity.
But what is really going on? And what does this mean to you? You know how we all keep hearing about how Fort Wayne is being positioned to become a “Destination City” (usually from the Henry Administration) or how the region is being elevated to “Compete in a Global Economy” (usually from the Doden/Greater Fort Wayne crowd) but you never hear WHOM we are supposed to be attracting or HOW we are suppose to compete? No one’s talking about those little details. And the reason those details aren’t being shared is because ….
I don’t know. Sincerely, I don’t.
My best guess is it’s a combination of fear and greed. Fear that taxpayers can’t handle the truth or won’t abide by being part of a larger economic system or that taxpayers would rebel and those in power might lose control. Greed because those who are wealthy stand a better chance of growing that wealth if those who are NOT wealthy are ignorant of the fact that their tax dollars are being used to make others wealthy—to make the wealthy even wealthier. Have you not wondered why there is a growing gap between the “haves” and the “have nots”? Part of that disparity is hands-down education. (Specifically, financial education – the wealthy teach their kids how to be wealthy, the poor teach their kids how to be poor, and the middle class is confused about what wealth is and teaches their kids that liabilities are assets when they are not. [4]) Part of that disparity is People have a tendency to Overlook Opportunities Repeatedly (P.O.O.R.) – the lower you are on the “food chain” the more likely you aren’t able to see opportunities. The higher up you are, the better the view of opportunities.
One of the views from those higher up the “food chain” is that of the international trend towards megaregions (also referred to as MegaCities). Megacities are “city-states” or regions with population in excess of ten million people. A megacity can be a single metropolitan area or two or more metropolitan areas that converge. [5] In Europe and Asia, megacities are exploding. As of 2014, there were 33 documented MegaCities, with the Greater New York and Greater Los Angeles areas among them. [6]
Notice the “Greater”…GREATER New York, GREATER Los Angeles, GREATER FORT WAYNE (GFW)….
Notice also the local push to increase the population of the Greater Fort Wayne area by way of the “Road to One Million” program as supported by Greater Fort Wayne. [7] GFW makes the claim that the goal of this population growth program is “…to make Indiana a magnet for talent by creating a national identity for Indiana cities…” [7] The reality is that we are naturally likely to see increase all by ourselves without this program. So why is GFW pushing a program whose population growth is likely to happen naturally? Because GFW has a time table and geography to contend with.
You see Fort Wayne, Allen County is pretty much the “heart” of the Northeast Indiana region. And as the Great Lakes MegaCity (aka Great Lakes megaregion; Midwest megaregion) develops, Northeast Indiana is geographically positioned to be at the epicenter of this emerging megaregion, as evidenced by information provided by the Federal Highway Administration. (See image below) [8] This emerging megaregion city is NOT being called Great Chicago. (Ouch! Chicago got smacked down.) It’s being called the Great Lakes Megacity. [9] And it’s likely to stretch from Eau Claire, Wisconsin, include Chicago, all the way over to Columbus, Ohio, up to Detroit, Michigan and as far south as Lexington, Kentucky. This particular megacity has the potential to be one of the largest, if not THE largest, in the US.
And the only thing really stopping the capital of this new megacity from being Fort Wayne/Allen County/Northeast Indiana is its taxpaying population…and the sooner, the better. You can’t grow without a revenue source and what better revenue source than the unlimited funds from a growing population you can tax to death while simultaneously keeping them content than with illusory promises of a better quality of life, like bright and shiny new arenas that you—as a taxpayer, first get to finance with your taxes so that you can have the pleasure of later paying for admission to the arena with whatever you might have left over after taxes. (Swell deal isn’t it?) And what do the wealthy investors get-- more money making opportunities to create and amass even more wealth, with very little risk.
Please understand that the purpose behind megacities is economic. It’s a simple premise, really. The bigger the megacity, the more the economies of scale come into play. For those who don’t understand the concept of megacities and the economies of scale — Grab some friends, pull out an ol’ fashioned Monopoly board game. Play 3 rounds as individual players and before the 4th trip around the board, form teams. The number of “teams” isn’t important. What is important is that all properties, houses, hotels and expenses don’t belong to individual members anymore, they belong to the team. Now remove all playing pieces, such as the shoe or top hat, from the board, except 1 playing piece that represents each team. It can be the game piece of any of the members of the team. Now continue playing. Look what happens. Fewer pieces moving on the board equals less liability and the wealthier the team members—the wealthier the team and the higher concentration of purchasing power. But who controls the team? How is the power and wealth divided? Does everyone get the same amount of wealth or is it based on the initial contribution of each team member? Those are things the team has to work out. If everyone gets an equal share regardless of their initial contribution, then your team has embraced communism (recently redefined as socialism). If everyone gets a share based on their initial contribution, then those who contributed the most in the beginning get to receive the most throughout the rest of the game. But what about liabilities? Like Monoploly fines. In both cases, liabilities or expenses are absorbed equally by all members of the team. In communal, or socialism, arrangements, that seems fair. But in percentage contribution systems (capitalism), that doesn’t seem as fair – at least if you are the guy who contributed the least and are gaining the least.
Greater Fort Wayne and the people behind it, the wealthy investors, know this and are planning for this. They are in the driving seat and the rest of us are pretty much just along for the ride. But the irony here is that they can’t accomplish their goals without you and your tax dollars (and the tax dollars of future generations). The guys who are investing the most want you to be as productive and as profitable as you can be as homeowning wage earners. The more you make, the more you can be taxed. The guys who are investing the least (or can’t afford to invest more or don’t want to invest more) know they aren’t going to be getting as much out of this deal as their wealthier counterparts. So to make up for their lessened position, they are looking at other ways of earning revenue. One of the more popular ways in this region is to encourage apartment living. If you need a real-life example of this, take a drive out to Waynedale and look at the number of apartments versus traditional housing.
Megacities are controversial for a lot of reasons. Some people believe they embody the controversial mandates of the United Nations Agenda 21 as being coordinated by International Council for Local Environmental Initiatives (ICLEI). [10] [11] Others cite the ever-widening economic gap between the “haves” and the “have nots,” concerns over the potential for expanded NSA surveillance, and more.
Megacities are an emerging phenomena. Whether you are for them or against them, you should at least be aware of them as well as what Northeast Indiana’s role might be in the emerging Greater Lakes MegaCity, what current local economic development programs are really about, and where your tax dollars are going, what they are really being used for and why you are being emotionally manipulated.
